"Red" Boucher was born in New Hampshire in 1921. He served in the U.S. Navy from 1937 to 1957. In 1958, he moved to Fairbanks, Alaska, where he operated a sporting goods store. He also managed the Alaska Goldpanners baseball team for eleven years. "Red" Boucher was a member of the Fairbanks City Council (1961-1964) and mayor (1966-1970).
